Ukrainian President Volodymyr Zelenskyy said Russia employed cluster warheads in overnight missile and drone strikes on Kyiv on 22 October, killing at least four civilians and wounding dozens. Zelenskyy had earlier claimed that Kyiv received no advance warning from the United States before a Russian missile barrage hit the capital’s power facilities on 19 October. U.

S. Secretary of State Marco Rubio, speaking in Samarkand, Uzbekistan, said he could not verify that claim, defended the United States’ unchanged policy on early-warning alerts and air-defence aid, and later announced that early-warning intelligence to Ukraine had resumed after a phone call with Zelenskyy.
