Congress Debates Right-to-Repair Legislation Amid Automaker Safety Claims
Lawmakers are reviewing the REPAIR Act, which could affect independent mechanics' access to vehicle data, after Ford CEO Jim Farley cited safety concerns over owners repairing modern cars.
Washington is weighing a proposal that would require automakers to share diagnostic data with independent repair shops. The legislation, known as the REPAIR Act and attached to the Build America 250 transportation bill, seeks to preserve the right of consumers and small businesses to service newer vehicles without relying solely on dealer networks.
Ford chief executive Jim Farley recently told reporters that allowing owners to work on a new Bronco could pose safety risks, emphasizing that modern cars contain complex software and advanced driver-assist systems. > "It's a safety issue," Farley said when asked whether he opposed owners repairing their own vehicles.
The issue has resurfaced after a White House meeting that included executives from Ford and General Motors. Lawmakers and advocacy groups, such as the National Federation of Independent Business, have urged Congress to retain language that guarantees independent mechanics access to vehicle telemetry and diagnostic information.
Supporters argue that without such access, owners could be forced to use dealer services for routine maintenance, raising costs and limiting competition. Critics contend that unrestricted access to vehicle software could lead to improper repairs and compromise safety features like adaptive cruise control and automatic emergency braking.
The debate reflects a broader conflict between consumer-rights advocates, who view data sharing as essential for a functional aftermarket, and automakers, who argue that proprietary systems protect vehicle integrity. The outcome of the REPAIR Act could shape how automotive repairs are performed for years to come.
