California adopts new tire efficiency standards slated for 2029

Resumen

The California Energy Commission approved a regulation requiring new tires to meet fuel-efficiency standards, projecting modest price increases but significant fuel savings, while some industry groups expressed concerns about enforcement and imports.

The California Energy Commission (CEC) approved a Replacement Tire Efficiency Program on Monday, setting new fuel-efficiency requirements for replacement tires that will take effect in 2029. The commission said the rule, developed after six years of review and technical input from manufacturers, is expected to add about $26 to the cost of a full set of tires for an average vehicle, with exemptions for certain types such as motorcycle and winter performance tires.

Commission spokesperson Harrison Reilly said the higher upfront cost would be offset by fuel savings, noting that the additional expense per tire is "only a few dollars" and would be recouped within months through improved gas mileage.

The proposal received backing from major tire makers including Michelin and Bridgestone, as well as the state's largest tire retailer, Discount Tire, which testified in support during the rulemaking process. The CEC estimates the standards could generate roughly $1 billion in annual fuel savings for California drivers.

However, Tracey Norberg, executive vice president and general counsel of the United States Tire Manufacturers Association, warned that the regulation could be undermined by loopholes, particularly the import of low-cost tires that may not meet safety or performance criteria. > "Competitiveness is at an all-time concern for this industry, where we’re seeing low-cost importers that cut corners on safety and performance, importing tires into the market," Norberg said, adding that California is especially vulnerable to such issues.
