U.S. mixed signals hinder progress toward durable Iran cease-fire

Analysts say the United States' inconsistent messaging on its war aims and red lines has complicated negotiations with Iran and contributed to the collapse of a recent cease-fire agreement.

Washington’s shifting statements about the purpose and limits of its military campaign against Iran have undermined diplomatic efforts, analysts wrote. President Donald Trump has alternated between threatening severe actions, such as targeting Iranian infrastructure, and offering limited cease-fire arrangements, creating uncertainty for Tehran.

The lack of a clear U.S. position, they argue, led Iran to interpret the conflict as existential, prompting a large-scale missile and drone response that escalated hostilities. A memorandum of understanding signed in June to pause fighting and reopen the Strait of Hormuz proved fragile, in part because its language was ambiguous about the extent of commercial vessel passage.

Iran’s deputy foreign minister later warned that safe passage could not be guaranteed under “vague arrangements,” while the United States viewed subsequent Iranian attacks on shipping as cease-fire violations and responded with strikes of its own. The back-and-forth exchanges have kept the fighting ongoing.

Commentators note that clear communication of goals, red lines, and consequences can help a rival assess risks and limit escalation. Conversely, repeated reversals of threats can erode credibility and encourage adversaries to test limits. Domestic opposition to the war, with recent polls showing a majority of Americans view it as not worth fighting, further weakens the administration’s ability to issue credible warnings.

The United States also coordinates operations with regional allies, notably Israel, whose own objectives sometimes diverge from Washington’s, adding another layer of complexity to the messaging.

While some degree of ambiguity can provide diplomatic flexibility, the authors conclude that a more consistent articulation of U.S. objectives—such as limiting Iran’s missile capabilities, curbing proxy activities, and securing freedom of navigation in the Strait of Hormuz—would improve the chances of a durable truce.
