CDC Issues Mandatory Quarantine for Cruise Ship Passengers Amid Hantavirus Concerns

The Centers for Disease Control and Prevention (CDC) has issued mandatory quarantine orders for two passengers from the MV Hondius cruise ship, which experienced a hantavirus outbreak. The passengers are required to remain at the National Quarantine Unit in Omaha, Nebraska, until May 31.

Angela Perryman, one of the quarantined passengers, expressed her frustration, stating she feels detained against her will. Perryman, 47, who primarily resides in Ecuador, had planned to monitor herself for symptoms at her home in Florida but was served a legal order on May 18 requiring her to stay in quarantine.

The CDC's decision marks the first mandatory federal quarantine since the COVID-19 pandemic and only the second in approximately fifty years. Public health experts suggest that similar measures may be necessary for future outbreaks, such as the ongoing Ebola crisis in the Democratic Republic of Congo.

Perryman acknowledges the severity of hantavirus but questions the necessity of her confinement, noting that other passengers have been allowed to self-monitor at home. She plans to challenge the quarantine order, expressing concern about potential overreach:

"If they can do this to me they could do it to anybody. They could come up with a similarly unsupported order and lock you up in the same facility."

Legal experts are divided on the issue. Lawrence Gostin, a public health law expert at Georgetown University, supports the CDC's action, citing the passengers' exposure to a rare form of hantavirus and the risk of person-to-person transmission. Conversely, James Hodge, director of the Center for Public Health Law and Policy at Arizona State University, suggests that without direct evidence of risk or non-compliance with home quarantine, the mandatory order could be seen as a due process violation.
