Halmagean, originally from Hamilton, Ontario, was posted to the 4th Artillery Regiment (General Support), Royal Canadian Artillery, part of the 6 Canadian Combat Support Brigade based at 5th Canadian Division Support Base Gagetown in Oromocto, New Brunswick. He was serving on his first overseas deployment as part of Operation REASSURANCE, contributing to NATO deterrence and defense measures in Central and Eastern Europe.

The circumstances surrounding his death are under investigation by the Canadian Forces Military Police, with support from the Latvian State Police.

General Jennie Carignan, Chief of the Defence Staff, stated, "The passing of Gunner Halmagean is a loss deeply felt for the Canadian Armed Forces. On behalf of all our members, I offer my heartfelt sympathies to his loved ones and those who served alongside him."

Governor General Mary Simon also expressed condolences, acknowledging the risks undertaken by military personnel and extending sympathies to Halmagean's family and loved ones.

Following the ceremony, a motorcade proceeded to Toronto via the Highway of Heroes, honoring Halmagean's service and sacrifice.
