Canadian Soldier Dies During Deployment in Latvia
Gunner Sebastian Halmagean, a member of the Canadian Armed Forces, has died near Riga, Latvia, during his first overseas deployment.

Originally from Hamilton, Ontario, Halmagean had served in the military for nearly three years. He was assigned to the 4th Artillery Regiment (General Support), Royal Canadian Artillery, part of the 6 Canadian Combat Support Brigade based at the 5th Canadian Division Support Base Gagetown in Oromocto, New Brunswick.
An investigation into the circumstances of his death is being conducted by the Latvian Military Police, with support from the Canadian Forces Military Police. The Canadian Armed Forces stated that there is no indication the incident poses an increased threat to the safety and security of deployed members.
"The passing of Gunner Halmagean is a loss deeply felt for the Canadian Armed Forces. On behalf of all our members, I offer my heartfelt sympathies to his loved ones and those who served alongside him," said General Jennie Carignan, Chief of the Defence Staff.
"It is with great sorrow that I learned of the death of Gunner Sebastian Halmagean. As a member of the Canadian Armed Forces in the early stage of his career, and on his first overseas deployment, Gunner Halmagean deployed on Operation REASSURANCE with a sense of duty to serve his country. My condolences and thoughts are with Gunner Halmagean’s family and loved ones in this very difficult time," said Lieutenant-General Steve Boivin, Commander Canadian Joint Operations Command.
Latvia hosts a multinational deployment of troops as part of NATO's efforts to deter aggression in Eastern Europe. Canada leads the deployment in Latvia, with approximately 2,000 troops stationed there.
In August 2025, Prime Minister Mark Carney announced the extension of Operation REASSURANCE for another three years, continuing through 2029.
