At least 38 Civilians Killed in Recent Russian Strikes on Ukrainian Aid Centre, Hospice and Hospital

Résumé

Russian attacks on a school used as an aid centre, a hospice in Dnipro and a hospital in Kharkiv killed at least 38 civilians and wounded dozens, prompting President Volodymyr Zelensky to warn that the death toll could rise.

Russian airstrikes over the past 24 hours have killed at least 38 civilians in Ukraine, according to local authorities. Nine 3,000-kilogram aerial bombs hit the village of Komyshuvakha in Zaporizhzhia region, destroying a school that was being used as an aid distribution centre and trapping more than 50 people under the rubble. President Volodymyr Zelensky said the death toll was likely to increase and described the attack as one of the largest mass killings committed by Russia during the war.

In Dnipro, a missile destroyed a hospice where nearly 50 terminally ill patients were being transferred, killing several patients and injuring others. Mayor Boris Filatov posted images of the damaged facility, stating that the strike targeted elderly, terminally ill patients.

A separate strike in Kharkiv hit a hospital, leaving 73 people wounded, most of them elderly patients. Regional head Mykhailo Semikin said the scale of the tragedy was difficult to comprehend.

Russia’s defence ministry claimed the Komyshuvakha strike targeted Ukrainian military units and resulted in the death of 25 servicemen, a claim not supported by independent verification. The United Nations human-rights monitoring mission said the attack on the aid distribution centre appeared to violate fundamental principles of international humanitarian law.

Additional attacks hit energy infrastructure in nine regions, disrupting water and heating supplies. Kyiv’s water supply was completely cut off, and the city’s metro network was suspended.

Amid the escalating violence, the Kremlin announced its participation in three-way peace talks with Ukraine and the United States in Abu Dhabi on 10-11 November. President Zelensky urged Russia to engage seriously in cease-fire negotiations, noting that no indication of such commitment had been observed so far.
