HDB launches nearly 8,000 BTO flats in six towns under new income ceilings
The Housing & Development Board announced the release of 7,964 Build-To-Order flats across six Singapore towns, the first sale after raising household income limits for eligibility.
The Housing & Development Board (HDB) has released 7,964 Build-To-Order (BTO) flats in six towns as part of its November sales exercise, the first offering since household income ceilings were increased to $16,000 for families and $8,000 for singles. The flats are spread over seven projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, comprising three Standard projects, three Plus projects and one Prime project, according to a media release dated Nov 4.
Among the new units, 1,310 flats at Sembawang Anchor have waiting periods of less than three years, while the other projects have waiting times of under four years. Prices start at $131,000 for a two-room Flexi flat at Tengah’s Plantation Dew, and eligible first-timer families can receive Enhanced CPF Housing Grants of up to $120,000. Illustrative examples show four-room Standard flats costing from $232,000 after grants.
Plus and Prime flats will receive additional subsidies but are subject to stricter resale conditions, including a 10-year Minimum Occupation Period and subsidy recovery rates of 8 % to 11 % depending on the project. At Plantation Dew, buyers may choose “White” flats with open-concept layouts, priced $6,000 to $9,000 lower than comparable standard-layout units.
HDB also announced 256 Community Care Apartments at Toa Payoh Hillside, its sixth CCA project and the first since the eligibility age was lowered from 65 to 55, giving more seniors the option of senior-friendly housing earlier.
More than one-third of the November launch consists of two-room Flexi units, which are offered across all seven projects. HDB aims to launch 20,000 such flats between 2026 and 2028 to meet demand from singles and seniors. Applicants must hold a valid HDB Flat Eligibility (HFE) letter; those who submitted applications and required documents by Sept 25 receive priority. The HFE e-service will be unavailable from Nov 4 to Nov 11 and resume on Nov 12.
Applications for the BTO flats are open through the HDB Flat Portal until Nov 11, with applicants allowed to select one flat type in one town. HDB reminded buyers to consider the 75 % loan-to-value limit for HDB housing loans.
National Development Minister Chee Hong Tat said on Facebook that young couples often express concerns about affordability and waiting times, asking how soon they can move in and start their next chapter. He noted that Singaporeans have varied housing priorities and that the government is working to build more flats and shorten construction times, while thanking HDB officers for their efforts.
HDB plans to launch about 4,300 BTO flats in Bishan, Tampines, Tengah and Toa Payoh in February 2027, alongside a Sale of Balance Flats exercise offering about 5,000 flats. Prospective applicants are encouraged to submit HFE applications and supporting documents by Dec 15, 2026, to receive their HFE letters before the next sales exercise.
