Singapore HDB launches nearly 8,000 Build-To-Order flats across seven sites
The Housing Board announced the sale of 7,964 BTO flats on 4 November, including 1,300 units in Sembawang North with waiting periods under three years.
Singapore’s Housing Board (HDB) opened sales for 7,964 Build-To-Order (BTO) flats on 4 November, covering seven projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. The launch introduces higher income ceilings of S$16,000 for families and S$8,000 for singles.
The Toa Payoh Hillside development, the only Prime-type project, will offer 1,176 two-room flexi and four-room units, along with 256 community-care apartments designed for seniors. These flats carry an 11% subsidy clawback and a 10-year minimum occupation period (MOP). Prices without grants range from S$243,000 to S$400,000 for two-room flexi units and from S$558,000 to S$832,000 for four-room units.
Three Plus-type projects – Bayshore Oasis, Bayshore Sails in Bedok and Merpati Meadow in Geylang – feature subsidy recovery rates of 8%–9% and a 10-year MOP. Combined, the two Bayshore projects provide 2,492 units near Bayshore MRT station, with waiting times of three years and two months to three years and eight months.
Standard-type projects in Yishun (Chencharu Acres), Tengah (Plantation Dew) and Sembawang North (Sembawang Anchor) have five-year MOPs and no subsidy clawback. Sembawang Anchor offers the shortest wait of two years and ten months for 1,310 units, while Plantation Dew introduces “white flats” without internal partition walls for three- to five-room units.
Applications close at 11.59 pm on 11 November via the HDB Flat Portal. National Development Minister Chee Hong Tat noted that more than one-third of the flats are two-room flexi units aimed at singles and seniors, reflecting a focus on affordability and varied household needs.
Industry analysts expect strong demand for the Toa Payoh and Bayshore projects, citing their proximity to transport hubs such as Caldecott and Bayshore MRT stations. The next BTO exercise, scheduled for February, will offer about 4,300 flats in Bishan, Tampines, Tengah and Toa Payoh, plus roughly 5,000 balance flats.
