Congress Alliance Secures Police NOC for Ramlila Maidan Rally with Conditions

Résumé

The Congress-led INDIA bloc received a no-objection certificate to hold a rally on November 1 at Ramlila Maidan, subject to strict police-mandated restrictions on timing, crowd management and surveillance.

Delhi police have issued a no-objection certificate to the Congress-led INDIA bloc for a rally at Ramlila Maidan on November 1, scheduled between 10 a.m. and 5 p.m. The permission is contingent on a series of conditions covering crowd control, CCTV monitoring, sanitation facilities and transport arrangements. Organisers must install high-definition cameras at entry and exit points, the stage and surrounding areas, and maintain a dedicated CCTV control room with at least five monitoring screens. Water tankers, separate toilet blocks for women and a team of volunteers identifiable by uniform clothing or badges are also required.

The rally, aimed at protesting alleged electoral irregularities and calling for the resignation of Chief Election Commissioner Gyanesh Kumar, must conclude by 5 p.m. with immediate dispersal, and participants are prohibited from staying overnight at the venue. All vehicles must be parked in locations designated by traffic police, and the event must remain peaceful without any march to destinations other than Ramlila Maidan.

Congress general secretary K.C. Venugopal met with party frontal-organisation heads and Delhi Congress office-bearers to review logistical arrangements, while AICC treasurer Ajay Maken also took part in the discussions. The rally follows a dispute over permission for a planned October 30 programme that the party intended as a precursor, which was reportedly denied at the government-run Ashok Hotel where a symbolic "public impeachment" of the election commissioner was to be staged. Earlier on October 12, opposition figures participated in a "March for Democracy" in the capital.
