Rockstar reveals budget, development timeline and design direction for GTA 6

Resumen

Bloomberg's Jason Schreier reports that GTA 6, the most expensive game ever made, faced budget rumors, an eight-year development cycle delayed by Red Dead Redemption 2, and a shift toward realism with advanced AI-driven NPCs.

Bloomberg’s investigative report, published on Oct. 15, provides new details about Rockstar Games’ upcoming title Grand Theft Auto 6. The article confirms that the studio has not disclosed an exact budget, but head of publishing Jennifer Kolbe refuted a rumor that development costs exceeded $1.5 billion, the amount spent on Dubai’s Burj Khalifa. Schreier nonetheless describes GTA 6 as the most expensive game ever produced, citing the large staff and lengthy development period.

The game’s eight-year development cycle overlapped with Red Dead Redemption 2, which required additional resources as its scope expanded. Development lead Rob Nelson said most of Rockstar’s senior leadership was redirected to finish the western, pushing GTA 6 back several years. The project experienced two delays and a “dark period” when its vision was uncertain.

Rockstar’s workforce has more than doubled since 2018, growing from 2,441 employees across 12 offices to about 4,711 staff, making it larger than its direct competitors.

Design-wise, GTA 6 appears to balance the series’ traditional absurdity with the realism of Red Dead Redemption 2. Schreier notes the game will retain its signature over-the-top elements while aiming for a more nuanced, narrative-driven experience featuring Bonnie-and-Clyde-style protagonists.

An early codename, Project Americas, indicated an initial plan to cover extensive regions of North and South America, later narrowed to a Miami-centric map.

The title relies on complex, traditional artificial-intelligence systems to manage the dynamic relationship between the protagonists Jason and Lucia. Nelson said there was “trepidation about taking that on,” but the team committed to the approach because the game centers on a couple.

Complex NPC behavior contributed to at least one schedule shift. Nelson described the projected workload as “horrifying,” and development head Phil Hooker explained that the team chose to delay the release rather than compromise the game’s quality.
