Fed Chair Kevin Warsh Expected to Withhold Rate Guidance at Jackson Hole

Résumé

Federal Reserve Chair Kevin Warsh is likely to avoid giving explicit interest-rate guidance during his keynote at the Jackson Hole symposium, raising concerns among investors about market uncertainty.

Federal Reserve Chair Kevin Warsh will speak at the annual Jackson Hole symposium in Kansas City’s Kansas City branch, a venue where past Fed leaders have signaled future monetary policy. Unlike his predecessors, Warsh has not provided explicit guidance on interest rates since taking office three months ago, and analysts expect he will continue this approach at the event.

Jan Groen, chief U.S. economist at Societe Generale, said, "I don’t expect any signals to come out of Kevin Warsh’s Jackson Hole speech," adding that markets may react negatively if no guidance is offered. After Warsh’s recent post-meeting press conference, long-term bond yields rose, reflecting concerns that the Fed may not act aggressively enough to curb inflation.

Warsh has declined to describe his “reaction function,” the set of economic indicators that would influence rate decisions, a concept explained by the Brookings Institution as a framework for how a central bank assesses risks. Vanguard senior investment strategist Ian Kresnak noted that uncertainty about the Fed’s response is contributing to volatility in the rates market.

A CNBC poll of 31 economists, strategists and investors found that 80% believe Warsh should articulate his economic outlook more clearly, and some investors view the Jackson Hole address as an opportunity to reduce market uncertainty. Current market pricing suggests roughly a 34% probability of a rate hike at the Fed’s September meeting, with higher odds for later meetings.

Jim Caron, chief investment officer at Morgan Stanley Wealth Management, said the decision to raise rates this year remains a close call.
