CIA Director John Ratcliffe Visits Moscow for Talks Amid Ongoing Ukraine Conflict

Resumen

CIA Director John Ratcliffe arrived in Moscow for meetings, coinciding with the appearance of a U.S. military transport plane and diplomatic convoy, while both governments declined to comment on the visit's purpose.

CIA Director John Ratcliffe arrived in Moscow this week for a series of meetings, according to sources familiar with the situation. The trip follows the sighting of a U.S. Air Force Boeing C-17A Globemaster III transport aircraft and a diplomatic motorcade at a Moscow airport. Neither the United States nor Russia has provided details about the official’s identity or the agenda of the visit, and the CIA has not responded to inquiries.

It appears to be Ratcliffe's first known trip to Russia in his capacity as CIA chief, although he has previously maintained contacts with Russian intelligence officials. The agency has been involved in recent U.S.-Russia detainee exchanges, including the April 2025 release of dual national Ksenia Karelina, a case Ratcliffe personally negotiated, as well as the 2024 exchange that secured the freedom of Wall Street Journal reporter Evan Gershkovich and Marine veteran Paul Whelan.

Former CIA Director William Burns visited Moscow in November 2021, meeting senior Russian officials and speaking directly with President Vladimir Putin to warn against an invasion of Ukraine. Ratcliffe's current visit occurs as U.S.-mediated peace talks with Ukraine remain largely stalled, with both sides still far apart on core issues.
