The United States announced a $1 billion security assistance package for Colombia on 8 August, following President Abelardo de la Espriella's inauguration the previous day. De la Espriella was sworn in in Cali on 7 August, pledging to end negotiations with insurgents, cut public spending and revive the oil sector. The U.

S. had earlier signaled a pending aid package, while analysts noted the new administration would face fiscal and security challenges. The inauguration was marked by a heavy security presence, with thousands of troops deployed as the new president promised a tougher stance on rebel groups and a major reduction in government spending.
