Zelensky urges more Patriot missiles as Kyiv shelter audit expands

Résumé

Ukrainian President Volodymyr Zelensky called for additional U.S.-made Patriot interceptors after a Russian missile attack on Kyiv highlighted gaps in air-defence and civil-shelter readiness.

President Volodymyr Zelensky renewed his request for U.S.-made Patriot missile interceptors following an overnight Russian missile and drone barrage on Kyiv that killed at least ten people and injured dozens, Ukrainian officials said on Aug. 1. In a video message posted on X, Zelensky said, "The world has Patriot missiles. What matters now is for our partners to make the political decision to provide the necessary packages. The United States knows what we need. Europe knows what we need." He added that anti-ballistic missiles should protect civilians rather than remain in stockpiles.

The appeal coincided with a widening investigation into Ukraine’s civilian-protection infrastructure. Former government spokesperson Luliia Mendel told Fox News Digital that the crisis extends beyond air-defence, describing “scandalous situations” where people lack adequate shelters despite billions spent on construction and repairs. She said, "It’s not possible to keep begging for missiles all the time. This is not how one protects the population," and noted that many citizens still lack shelters close enough for rapid access.

Ukraine’s Human Rights Commissioner Dmytro Lubinets reported in June that inspections of 1,066 bomb shelters found deficiencies in 93 percent of them, including locked, flooded or inaccessible facilities. Prime Minister Sergii Koretskyi ordered a nationwide shelter inspection on July 30 after reports that civilians could not reach shelters during the recent attack. Kyiv’s mayor Vitali Klitschko said the city allocated more than 1.1 billion hryvnias for shelter repairs in 2026, following roughly 7 billion hryvnias spent from 2022 through 2025, and ordered an audit of district-level spending on July 10.

Critics argue that without a comprehensive civil-defence system, missile supplies alone will not address the broader protection shortfall. Mendel warned that the lack of reliable shelters could lead to a humanitarian crisis as winter approaches. Zelensky has also sought an emergency shipment of about 300 Patriot interceptors, telling Axios on July 29 that Ukraine “needed the Patriots yesterday.” U.S. President Donald Trump later said no agreement had been reached on licensing production of the interceptors in Ukraine.
