FDA and Taylor Farms implicated in Cyclospora outbreak linked to lettuce supply
Health officials identified a Mexican lettuce supplier for Taco Bell as a possible source of a Cyclospora outbreak affecting thousands, prompting a recall by Taylor Farms and raising questions about traceability and agency response.
The U.S. Centers for Disease Control and Prevention reported that 1,644 Cyclospora cases were linked to eating at Taco Bell locations in five states between May 13 and July 13. The agency’s investigation traced the contaminated product to a single supplier of iceberg lettuce from Mexico. The supplier was identified as Taylor Farms de Mexico, a division of California-based Taylor Farms, one of the nation’s largest fresh-produce processors.
Following the FDA’s alert, Taylor Farms issued a voluntary recall of lettuce products distributed from its Central Mexico plant between June 29 and July 16 to 29 states. The recall notice referenced internal distribution codes rather than retail brand names, and the FDA’s announcement described the supplier as “Taylor Farms de Mexico of Guanajuato, Mexico.”
Taylor Farms later said the FDA had re-tested the sample and found it to be a false positive, a development the company described as an apology from the agency. Food-safety experts noted that a negative test does not eliminate the need for traceback investigations, which rely on epidemiological data and supply-chain records.
The outbreak highlights ongoing challenges in food-borne illness surveillance. Funding cuts to the Foodborne Diseases Active Surveillance Network (FoodNet) in 2025 reduced monitoring of pathogens, and the Food Safety Modernization Act’s traceability requirements have been delayed until 2028. Critics have pointed to the fragmented nature of state health agencies and the reliance on food producers to conduct much of the investigative work.
The situation has prompted calls for stronger traceability standards and more consistent federal oversight to improve the speed and accuracy of outbreak investigations.
