Officers issued a dispersal order after reports of unruly behavior, including fireworks, littering, road blockages and attempts to damage vehicles. By 8:25 p.m., the department declared an unlawful assembly and called for backup from 17 neighboring agencies, deploying roughly 350 officers.

"This was on another level," said Newport Beach Police Lt. Eric Little, describing the scale of the disturbance.

"Monitoring takes time and cops have to find ways to become members and that is very hard," said retired Los Angeles County Sheriff’s Department commander Mike Parker, noting the growing use of private messaging apps for event coordination.

The city closed the beaches at 10:50 p.m., halted traffic into the peninsula, and did not reopen the area to vehicles until about 3 a.m. Sunday. Councilmember Joe Stapleton said the incident highlights the need for improved public-safety planning and social-media monitoring, adding that the city will work with officials and residents to prevent similar events in the future.
