Progressive Gains Face Tax Resistance as Key Barrier to Expanding U.S. Welfare State

Four left-wing challengers, including 29-year-old Melat Kiros, have won Democratic congressional primaries in the past two weeks, adding to a year of notable successes for the Democratic Socialists of America. The wins give progressives leverage to push the Democratic Party toward more left-leaning positions on issues such as Israel and budget priorities.

Despite rising favorable views of socialism among Democrats, polls show a growing reluctance among the broader electorate to accept higher taxes. A Gallup survey found that the share of Americans who consider their federal tax burden "too high" rose from 46 % in 2020 to 59 % in 2025, and a separate poll indicated that nearly half of voters prefer deficit reduction through spending cuts rather than tax increases.

Analysts note that the tax base needed to fund a Scandinavian-style welfare state—universal health care, tuition-free college, expanded childcare, and other programs—requires higher revenue than the United States currently collects. Nordic countries fund similar programs with tax revenues exceeding 40 % of GDP, compared with about 25 % in the United States.

Progressive lawmakers have advocated for tax hikes on the ultra-wealthy, but many have also supported middle-class tax cuts, reflecting the political challenge of expanding the welfare state without broader public backing for higher taxes. As Chris Rabb, a prospective Democratic socialist congressman, said, "If there’s a small, even not-so-small Democratic majority, and there’s a disciplined progressive voting bloc, that’s power."

The left’s recent primary victories may shift Democratic policy discussions, yet without gains in swing districts and broader voter acceptance of middle-class tax increases, substantial expansion of the U.S. welfare system remains uncertain.
