Ukraine's drone campaign strains Russian fuel supplies and raises political pressure

Resumen

Ukrainian drone attacks on Russian oil refineries have forced Moscow to curb diesel exports, seek gasoline imports and confront fuel shortages, prompting concerns ahead of Russia's parliamentary elections.

Ukrainian drone strikes on Russian oil refineries have prompted Moscow to suspend diesel exports through July and to seek gasoline imports from Kazakhstan, as refinery outages cut domestic fuel output by roughly a quarter. The attacks have temporarily halted processing at the Omsk refinery, Russia's largest, and forced the Saratov refinery to shut down for the third time this year.

Former Russian opposition figure Maxim Katz said the shortages are the first time many Russians have felt the war's impact on daily life and could influence the State Duma elections in September. > "This is the first time that Russians actually sees that the war has an effect on their day-to-day life — not only in the cost of fuel, but in its availability," he told Fox News Digital.

Retired U.S. Air Force General Philip M. Breedlove said Ukraine's campaign is having a real and growing impact on the Russian homeland, noting that fuel production reductions may be close to a third. > "These strikes are beginning to seriously impact not just the economy but the Kremlin’s ability to sustain its war effort and military operations," he said.

Ukraine's ambassador to Israel, Yevgen Korniychuk, attributed the success of the strikes in part to U.S. intelligence assistance. > "U.S. intelligence is helping Ukrainian missiles and drones avoid Russian anti-missile defense," he said.

Analysts note that while the drone campaign is disrupting Russia's fuel supply chain and forcing the redirection of resources, the country continues to earn significant revenue from energy exports, including LNG shipments to the European Union. The dual effect presents both a strategic pressure point for Kyiv and a source of ongoing funding for Moscow's war effort.
