U.S. Indicts Raúl Castro and Pilots Over 1996 Plane Shootdown

U. S. federal prosecutors were reported to be preparing an indictment against former Cuban President Raúl Castro for his alleged role in the 1996 downing of two civilian aircraft operated by Brothers to the Rescue, in the United States. NBC News and ABC News said the Justice Department was evaluating whether Castro could be charged for ordering the attack that killed four Americans.

Later, CNN and CBS News indicated that the Justice Department had filed an indictment against Castro, charging him with conspiracy and murder related to the shootdown. The BBC and The Guardian confirmed the filing, stating that the indictment targeted Castro for the 1996 incident. AP News added that five Cuban military pilots were also named in the indictment, expanding the case to include the individuals who piloted the jets that shot down the planes.

Preparing charges this late on a 1996 shootdown won't put Raúl Castro in a U.S. courtroom. Cuba has no reason to hand him over, so the move mostly tests whether we can link it to real leverage like tightened sanctions or migration talks. Without that follow-through it just stays symbolic.

Exactly, Mike. Meanwhile, the families of those who died have been living with the loss all these years, and these legal moves might feel like justice delayed to them—if it ever arrives at all.
