EU Considers Sanctions Over Alleged Import of Stolen Ukrainian Grain by Israel

Resumen

The European Union is contemplating sanctions against Israel following reports that a Russian vessel carrying grain allegedly stolen from Ukrainian territories has docked in Haifa.

The European Union has expressed readiness to impose sanctions on entities involved in the trade of Ukrainian grain allegedly stolen by Russia, following reports of a Russian vessel docking in Haifa, Israel, with such cargo. A European Commission spokesperson stated, "The EU has taken note of the reports that a Russian shadow fleet vessel carrying stolen Ukrainian grain has been allowed to unload at Haifa port in Israel, despite previous contacts of Ukraine with Israeli authorities on the subject." The spokesperson added, "We condemn all actions that help fund Russia's illegal war effort and circumvent EU sanctions, and remain ready to target such actions by listing individuals and entities in third countries if necessary."

The vessel in question, named Panormitis and flying a Panama flag, reportedly carries over 6,200 tonnes of wheat and 19,000 tonnes of barley. Ukrainian President Volodymyr Zelenskyy has urged Israel to reject the vessel and announced plans to coordinate sanctions with European partners against those profiting from the alleged scheme.

Israel's Foreign Minister Gideon Sa'ar responded that the Panormitis would be "examined" and that national authorities would "act in accordance with the law."

EU-level sanctions require unanimity among the 27 member states. While several Russian individuals have been blacklisted over the seizure of Ukrainian grain, achieving consensus on actions involving Israel has been challenging due to divisions among member states.

This development adds strain to EU-Israel relations, already tense due to the Israeli offensive in Lebanon and debates over the EU-Israel Association Agreement. Some member states advocate for punitive measures in response to recent events, while others remain undecided.
