Ghana Seeks Strategic Investor to Revitalize VALCO Smelter
The Ghanaian government is pursuing a strategic equity partnership to modernize the Volta Aluminium Company (VALCO), aiming to boost production and integrate it into the national aluminium value chain.
The Ghanaian government is actively seeking a strategic equity investor to modernize the Volta Aluminium Company (VALCO), aiming to transform the dormant smelter into a key driver of the nation's industrialization and value-added manufacturing agenda.
Emmanuel Armah Kofi Buah, Minister for Lands and Natural Resources, emphasized the government's commitment to revitalizing VALCO, highlighting its potential to deliver broad-based economic benefits when fully integrated into Ghana's aluminium value chain.
During a working visit by Vice President Professor Jane Naana Opoku Agyemang to the Ministry on January 27, 2026, the Minister disclosed that concrete plans are underway to modernize and operationalize VALCO. This visit is part of a broader engagement program aimed at strengthening coordination between the Presidency and key ministries, while assessing sector performance and implementation challenges.
The revival effort builds on the work of a 12-member inter-ministerial committee inaugurated in November 2025 to identify a strategic investor for VALCO. The committee has since submitted its report, providing a foundation for the next phase of negotiations and project structuring.
The planned modernization of VALCO aligns with the broader vision of the Ghana Integrated Aluminium Development Corporation (GIADEC), which seeks to establish a fully integrated aluminium industry—from bauxite mining through refining and smelting to downstream manufacturing. If successfully executed, the project is expected to significantly boost VALCO’s annual production capacity, secure existing jobs, and create thousands of new direct and indirect employment opportunities.
