CIA Director John Ratcliffe makes unannounced visit to Moscow

सारांश

U.S. intelligence chief John Ratcliffe traveled to Russia on Tuesday, arriving by military aircraft and returning the same day, amid speculation about the purpose of the secretive trip.

U.S. Central Intelligence Agency Director John Ratcliffe arrived in Moscow on Tuesday for an unannounced meeting, according to flight-tracking data and reports from CBS. The large U.S. military aircraft departed Riga, Latvia at 05:50 GMT and landed in the Russian capital around 07:04 GMT, before returning to Riga shortly before 17:00 GMT.

Neither the White House nor the Kremlin has confirmed the agenda of the visit or the officials Ratcliffe met. A senior Ukrainian official told CBS that Washington had informed Kyiv of a senior delegation’s trip to Moscow and asked Ukraine to pause strikes until the delegation left.

British former military attaché John Foreman suggested the visit might focus on “escalation management,” citing recent drone activity in Germany that could be linked to Russia. He added that such a high-ranking U.S. official would not travel to Moscow unannounced without a pressing issue.

Analysts noted the trip could also relate to ongoing negotiations over U.S. detainees held in Russia, including the recent release of journalist Evan Gershkovich and others in a prisoner-swap deal. Ratcliffe previously participated in negotiations for the release of Russian-American citizen Ksenia Karelina.

The visit occurs against a backdrop of strained U.S.–Russia relations following Russia’s 2022 invasion of Ukraine and subsequent sanctions.
