Philadelphia police seek suspect in doll-mask threats near City Hall

Philadelphia police are looking for a man who wore a doll-style mask while confronting and threatening pedestrians near City Hall last week. Surveillance footage shows the suspect approaching a woman on a morning run on 12 August, asking if she was "ready to die" and chasing her while holding his hand behind his back, causing her to stumble and sustain an injury. The man was also seen holding a cellphone with its light on, suggesting he was recording the encounters. Police released images and video of the individual and asked the public for assistance in identifying him. Captain Jason Smith said the suspect faces charges that include terroristic threats, simple assault and related offenses, and noted it is unclear whether the incidents are linked to a social-media trend. One witness, Marinho, described the suspect asking, "Do you guys want to race me? I bet I am faster than you," but said the group ignored him.
