Trump Orders Scale-Back of US-South Korea Ulchi Freedom Shield Drill

President Donald Trump directed a substantial reduction of the annual Ulchi Freedom Shield exercise, raising concerns among analysts that the cut could impair joint readiness and strain the U.S.–South Korea alliance.

The United States and South Korea were set to begin the 11-day Ulchi Freedom Shield (UFS) command-post exercise on Monday when President Donald Trump instructed the Pentagon to "substantially" scale back the drill. Trump cited a desire to maintain a good relationship with North Korean leader Kim Jong Un and South Korea’s refusal to join a U.S. war against Iran as reasons for the reduction.

UFS, a computer-simulated command-post exercise complemented by field training, typically involves about 18,000 South Korean troops and integrates lessons from recent conflicts, including observations of North Korean forces in the Russia-Ukraine war. The drill is considered a cornerstone of the alliance that dates back to the Korean War, though it has repeatedly drawn criticism from North Korea as a provocation.

North Korea’s foreign ministry accused the allies of planning more provocative drills and warned of a "new level of deterrent" in response. The United States and South Korea maintain that the exercises are defensive.

Analysts expect that while the command-post component will proceed, some of the costly field-training segments requiring large-scale troop movements may be cancelled. Yang Uk of the Asan Institute for Policy Studies warned that a suspension could leave commanders unfamiliar with drill procedures when exercises resume.

Jung Chang Wook, head of the Korea Defense Study Forum, said the reduction could lead to further downsizing of joint drills, potentially delivering a "big, crippling blow" to combined operational posture. Lee Illwoo of the Korea Defense Network noted that the cut might delay the planned transfer of wartime operational control to a binational command led by a South Korean general, a transition emphasized by President Lee Jae Myung as a priority before his term ends in 2030.

The move follows Trump’s earlier criticism of drill costs and his 2018 suspension of joint exercises during previous nuclear negotiations with North Korea.
