ICE aims to outfit all field officers with body cameras by August end

U.S. Immigration and Customs Enforcement plans to equip every field officer with a body-worn camera by late August, while maintaining discretion over public release of footage.

U.S. Immigration and Customs Enforcement announced on Saturday that it expects to have body-worn cameras issued to all officers and agents operating in the field by the end of August. The agency said the rollout will create a comprehensive visual record of its immigration enforcement activities, though it retained authority to decide when footage is released to the public.

Acting Director David J. Venturella defended the agency’s policy on releasing video, stating that restrictions are meant to protect ongoing investigations and individual privacy and are consistent with federal law and practices at other federal law-enforcement bodies. He said an Associated Press report had "mischaracterized" ICE’s policy by conflating a provision that calls for expedited release of footage after a serious injury or death with the agency’s broader discretion to withhold video.

The agency’s policy, according to Venturella, requires that footage not be released when it could compromise investigations or privacy, while allowing expedited release when deemed in the "best interests of the agency" after serious incidents. The Associated Press had sought comment before publishing its story, receiving partial responses that did not address the "best interests" clause.

ICE has faced increased scrutiny after two fatal shootings involving its officers earlier this year, neither of which was captured on body camera. Venturella said ICE remains "committed to transparency and accountability" and is on schedule to complete the camera deployment.

Christopher Schneider, a sociology professor at Brandon University in Canada, noted that selective release of body-camera footage is common in some law-enforcement agencies but is rarely spelled out so explicitly in policy, adding that ICE appears to be stating a practice that is often kept implicit.
