Abelardo de la Espriella took office in Cali with thousands of troops deployed, pledging a tougher stance on rebel groups and a major cut in government spending.

Colombia's president-elect Abelardo de la Espriella was inaugurated on Friday in the southwestern city of Cali, a departure from the traditional ceremony in Bogotá. The 48-year-old former criminal-defense lawyer arrived under tight security, with about 11,000 troops deployed to the city and restrictions on drones and private vehicles.

De la Espriella, who campaigned as an outsider, said his administration's top priority is to "exert control of our territory" and promised to end peace talks with rebel groups, opting for increased military action. He also announced plans to cut government spending by up to 40%, close 14 embassies abroad, and accelerate extraditions of rebel leaders wanted in the United States.

The inauguration was attended by heads of state from Argentina, Ecuador, Chile, Spain, as well as U.S. Acting Attorney General Todd Blanche, FIFA President Gianni Infantino and other officials. Analysts noted the shift marks a move to the right after four years of a left-leaning government, and warned that ending negotiations could complicate reintegration of the estimated 27,000 individuals involved in armed groups.

Outgoing President Gustavo Petro has disputed the election results, alleging irregularities without presenting evidence, and has vowed to challenge the new administration. De la Espriella will need to secure a coalition in a fragmented Congress to advance his agenda.
