Ukraine strikes Iranian-linked cargo vessels in Caspian Sea, prompting Tehran protest

Résumé

Ukrainian drones hit two sanctioned cargo ships carrying Iranian military supplies in the Caspian Sea, an attack that Iran condemned and warned could lead to retaliation.

Ukrainian forces used long-range drones to strike two cargo vessels, the Port Olya 2 and the Begey, that were transporting military cargo between Iran and Russia in the Caspian Sea on July 25. The ships, both under international sanctions, were hit alongside a Russian missile boat, according to Ukraine’s security service. President Volodymyr Zelenskyy said the operation achieved “very strong results” against vessels used for military shipments.

Iranian officials denounced the attack, with Foreign Minister Abbas Araqchi accusing Kyiv of violating the United Nations Charter and suggesting the strike was carried out at Israel’s behest. Iran’s parliamentary security chief, Ebrahim Azizi, warned that Tehran “leaves no action unanswered.” The Kremlin’s spokesman Dmitry Peskov described the raid as an attack on Iran itself.

Experts said the incident marks a shift in Ukraine’s tactics, targeting Iran’s role as an indirect combatant supplying drones to Russia. “If the Ukrainians continue doing this, it will make it more difficult for both Iran and Russia,” said Nicole Grajewski, a Russia-Iran specialist at Sciences Po, though she added it is unlikely to change the overall course of the war. Luke Coffey of the Hudson Institute warned that such operations could hinder future shipping between the two countries.

Analysts noted Iran’s limited capacity to respond militarily against Ukraine, suggesting any retaliation would likely be indirect, such as cyber activity or support for Russian operations. Saeid Golkar, a professor at the University of Tennessee, and former NSC Iran director Nate Swanson both expressed doubts that Tehran would open a new front.

The strikes follow earlier Ukrainian attacks on Russian vessels in the Caspian and come amid broader geopolitical tensions involving the United States, Israel, and Gulf states. Some observers speculated that Ukrainian actions were coordinated with Israeli intelligence to disrupt Iran-Russia military cooperation, a move that could complicate U.S. efforts to keep the two conflicts separate.
