House passes GOP budget resolution targeting $95 billion for Iran conflict and voting reforms

The Republican-led House approved a budget resolution that earmarks up to $95 billion for the Iran war, farm aid and elements of the SAVE America voting-law bill, but the measure now faces uncertain Senate approval.

The U.S. House of Representatives approved a Republican-backed budget resolution that would allocate as much as $95 billion for military operations in Iran, assistance to farmers and portions of the SAVE America voting-law legislation. The vote was 216-214, with all Democrats, two Republicans and one independent who caucuses with Republicans opposing the measure.

House Speaker Mike Johnson said the plan represents the GOP’s "best shot" to advance as much of the SAVE America Act as possible. The resolution initiates a party-line reconciliation process, directing the Armed Services, Intelligence, Agriculture and Administration committees to draft spending proposals of up to $60 billion, $13 billion, $12 billion and $10 billion respectively.

Under reconciliation rules, the Senate could pass the package with a simple majority, bypassing the usual filibuster threshold. However, the SAVE America provisions—such as proof of citizenship for voter registration and photo-ID requirements—may conflict with Senate reconciliation constraints that bar non-budgetary policies. Likewise, funding for the Iran conflict could encounter resistance from GOP senators who have recently urged restraint on the war.

The plan does not contain offsetting cuts, prompting criticism from some conservatives. > "I think the problem is there's no plan to pay for it," Rep. Warren Davidson (R-Ohio) said, adding that a "no-offset plan is dead on arrival."
