Sausalito City Manager to Undergo Psychiatric Evaluation After Marina Incident

Summary

Elaine Forbes, Sausalito's city manager, agreed to a psychiatric review following misdemeanor charges related to an early-morning incident at the local marina.

Sausalito city manager Elaine Forbes, 53, appeared in court on Wednesday and consented to a psychiatric evaluation at Marin General Hospital in connection with misdemeanor charges stemming from a Saturday morning incident at the Sausalito marina. Her attorney, Randy Knox, asked that her $50,000 bail be dismissed and that she be released on her own recognizance pending the evaluation. > "She’s trying to get the help she needs," Knox said in a phone interview.

Forbes was arrested after authorities said she boarded several vessels, including a 66-foot yacht, and allegedly disturbed the boats' interiors, consuming food and leaving empty alcohol bottles. Boat owner Andy Cunningham described the scene on his vessel as chaotic. > "I came down here, police met me at the boat, and we discovered unbelievable chaos on my boat," he said.

A family representative indicated that Forbes is undergoing a significant mental-health crisis that may have contributed to the behavior. Knox indicated that Forbes plans to plead not guilty after the psychiatric assessment and a review of the evidence. > "It’s clear it’s not a burglary. She’s not a danger to society," he added.

Forbes, who began her role as Sausalito city manager three weeks ago after a nine-year tenure as executive director of the Port of San Francisco, left her former position in September, citing fatigue and a desire for change.
