Ashley Brouillette says her ex-husband, ICE officer David Brouillette, was the agent who shot Colombian national Joan Sebastián Durán Guerrero in Biddeford, Maine, and claims he had a history of violence and racist behavior.

An Immigration and Customs Enforcement (ICE) officer identified by his ex-wife as David Brouillette shot Colombian national Joan Sebastián Durán Guerrero four times during a traffic stop in Biddeford, Maine, on Monday. Ashley Brouillette said she learned of his involvement when he called her on Wednesday asking her to speak positively about his character.

"He asked me to basically talk good in his character, not to talk bad about him. If I couldn't not talk bad about him, then just not to talk at all to anybody," she told NPR.

Brouillette declined to lie for him and refused to discuss alleged abuse in their marriage. ICE declined to confirm or deny his identity as the officer involved, but a spokesperson said the officer had nearly a decade of federal law-enforcement experience and required training.

Friends and former acquaintances described Brouillette as prone to confrontations and using racial slurs. Scott Collins, a former high-school friend, testified that Brouillette “had a bad tendency of going out and looking for fights” and used anti-Black slurs in school. Ashley Brouillette added that his high-school nickname was “White Boy David,” suggesting a pattern of racist attitudes.

She also recounted a history of domestic violence, including an incident in which he allegedly pointed a gun at her during an argument. While police reports do not corroborate these claims, she said she kept a profanity-laden voicemail from 2022 in which he threatened violence against her and her family.

Court filings from 2021 indicate that Brouillette was temporarily stripped of his firearms after his second ex-wife accused him of aggression toward their teenage daughter. The ex-wife described an episode where he grabbed the child’s feet, dragged her out of bed, and laughed.

Brouillette did not respond to requests for comment. The case raises questions about background checks and mental-health disclosures for federal agents, which Ashley Brouillette says she tried to raise previously without success.
