Former Maine Law Enforcement Officer Identified as ICE Agent Who Shot Colombian Man in Biddeford
David Michael Brouillette, a former Maine police officer and veteran, has been identified as the ICE agent who shot and killed 26-year-old Colombian national Johan Sebastián Durán Guerrero during a surveillance operation in Biddeford, Maine.
Federal immigration officials have confirmed that David Michael Brouillette, a 37-year-old former Maine law-enforcement officer, was the ICE agent who fired the shot that killed Johan Sebastián Durán Guerrero, a 26-year-old Colombian man, during a surveillance operation in Biddeford on Monday.
Brouillette was identified after his ex-wife, Ashley Brouillette, told the Portland Press Herald that he called her to admit responsibility for the shooting and to justify his actions. She said he claimed the victim had attempted to strike him with a car, a claim she disputes after reviewing video of the incident.
According to a witness who observed the scene, an agent matching Brouillette’s description was present, and three former colleagues from the Manchester Fire Department recognized him in video footage released after the shooting. ICE spokespersons declined to name the officer, but a public database maintained by volunteers confirmed Brouillette’s involvement based on independent tips.
Brouillette’s background includes service in the U.S. Army, employment with the Department of Veterans Affairs, and brief stints with the Maine Correctional Center, the Department of Health and Human Services, and as a volunteer firefighter. He has not responded to requests for comment, and his cell phone was disconnected on Wednesday.
ICE said the operation was a targeted surveillance of an address linked to an individual with a final order of removal, and that the agent discharged his weapon when the driver attempted to flee. Senator Angus King’s office reported that the Department of Homeland Security informed the senator the man shot was not the intended target of the warrant.
The incident follows a recent shooting by an ICE agent in Texas, raising questions about the agency’s handling of use-of-force incidents. The story remains under investigation.
