House Approves Permanent Daylight Saving Time Amid Concerns Over Safety and Energy Benefits

सारांश

The U.S. House voted 308-117 to make Daylight Saving Time year-round, reviving a proposal that previously faced public opposition and raised questions about safety, energy savings, and alignment with other regions.

The U.S. House of Representatives voted on Tuesday to make Daylight Saving Time permanent, passing the measure 308-117. The legislation, known as the Sunshine Protection Act, would eliminate the biannual clock changes that have been in place since the 1960s.

Supporters argue the change would provide longer daylight in the evenings and simplify the clock-changing process. President Donald Trump said it would give Americans “a longer, brighter day.”

Opponents point to historical evidence from the 1970s when a similar permanent shift was implemented during an energy crisis. Polls showed public support drop from 79 % in December 1973 to 42 % by February 1974, and a Department of Transportation study later found little energy savings. Critics also cite disruptions to international time coordination, religious practices, and agricultural schedules, as well as darker winter mornings that could affect schoolchildren and commuters.

A 1974 report noted an increase in early-morning traffic fatalities among children in Florida after the change, prompting Congress to reverse the policy later that year. More recent research estimates that the twice-yearly clock adjustments themselves cause over 30 deaths annually due to sleep-related accidents.

Senators have expressed mixed views. In 2022, the Senate passed the proposal by unanimous consent, but later votes showed tighter margins, with Senator Tom Cotton warning colleagues to heed the 1974 experience. He said, “Not every human problem has a legislative solution…when considering how the movement of the stars and the planets affects the lives of 350 million souls spread across our vast continental nation.”

The debate highlights a trade-off between perceived convenience and potential safety and health impacts, leaving lawmakers to weigh the merits of a permanent shift against the complexities of seasonal daylight variation.
