ICE officer shoots Colombian man in Maine after surveillance operation

Resumen

A home security camera captured gunshots as ICE agents shot 25-year-old Johan Sebastián Durán Guerrero in Biddeford, Maine, prompting a temporary pause on vehicle stops in immigration enforcement.

A home security camera in Biddeford, Maine, recorded five gunshots at 7:17 a.m. ET on Monday as Immigration and Customs Enforcement (ICE) officers shot 25-year-old Johan Sebastián Durán Guerrero, a Colombian national, while he was in a white sedan. The car showed multiple bullet holes in the windshield. Surveillance footage captured the vehicle slowing, agents surrounding it, and an ICE officer in a white SUV pinning the car before Guerrero was pulled onto the pavement.

Witness Daniel Boucher said he heard the gunshots and heard an officer say, "I tried to stop," and observed the officer in shock after the shooting. Guerrero, a married father of a young daughter who worked as a delivery driver, died at the scene despite first-responder treatment.

The Department of Homeland Security (DHS) said ICE agents were conducting targeted surveillance at the last known address of an individual with a final order of removal, and that Guerrero attempted to flee, prompting an officer to fire "while fearing for public safety." Law-enforcement sources told CBS News that Guerrero was not the surveillance target. Democratic Rep. Chellie Pingree said she had heard, though not confirmed, that the wrong person may have been shot.

The incident follows a similar fatal shooting of Lorenzo Salgado Araujo in Texas, where DHS also acknowledged the victim was not the intended target. In response, federal officials announced a suspension of most vehicle stops in immigration enforcement operations nationwide, a short-term pause rather than a policy change, according to White House border coordinator Tom Homan. Republican Sen. Susan Collins called for a halt in non-urgent traffic stops pending the investigation.
