ICE officer shoots man in Houston; agency’s account faces scrutiny

Résumé

A 52-year-old man was killed by an ICE officer during a vehicle stop in Houston, prompting federal and local investigations and questions about the agency’s initial statements.

A Immigration and Customs Enforcement (ICE) officer shot and killed Lorenzo Salgado Araujo, 52, during a vehicle stop in Houston on Tuesday. The Department of Homeland Security (DHS) said the officer fired in self-defense after the suspect allegedly tried to ram an ICE vehicle and ignored multiple verbal commands. A medical examiner confirmed the victim died from a torso gunshot wound.

CNN obtained video showing unmarked SUVs following the suspect’s van before the shooting, but no footage captured the moment the gun was discharged. The van was seen stopping, reversing onto a sidewalk, and officers on foot pursuing the occupants. ICE’s statement described the operation as a “targeted enforcement” effort, although a source familiar with the case told CNN the man was not a pre-identified target.

Legal representatives for two passengers in the van dispute ICE’s claim that the suspect attempted to run over an officer, saying there is no evidence that officers were in danger. The incident occurs amid broader criticism of ICE’s rapid public defenses in similar cases, such as the killings of activists Renee Good and Alex Pretti, where later video evidence contradicted initial agency narratives.

No body-camera footage has been released, and none of the officers involved were wearing body-worn cameras, a point previously raised by U.S. District Judge Sara Ellis. A DHS spokesperson said body-camera deployment is underway, with more than half of field offices already equipped.

The FBI and the DHS Office of Inspector General are reviewing the shooting, while Houston officials say federal investigators have limited local access to evidence. Mayor John Whitmire said the city has requested the release of video and other materials. Law-enforcement analysts noted that cooperation between federal and local agencies is essential for public confidence in the investigation’s outcome.
