The state will provide $1 million to cover care and placement costs for 16 children taken from a Vinton County residence, while prosecutors seek extensive felony charges against their parents and grandparents.

Ohio officials plan to award $1 million to the Department of Children and Youth to fund the care of 16 siblings rescued from a Vinton County home where they had been living in severe neglect. The children, aged 18 months to 18 years, were described by authorities as having limited ability to communicate and having never attended school.

The funding request, expected to be approved by a state legislative panel, aims to cover daily placement costs estimated at $150-$250 per child, as well as related court and law-enforcement expenses. County officials said the additional resources are needed because the influx of children more than doubled the number of minors in temporary custody in the rural county, which has the smallest budget of Ohio’s 88 counties.

Vinton County Prosecutor William Archer Jr. noted that the medical expenses for the children’s grandfather, Gary Siders Sr., could have overwhelmed the county’s finances, prompting a change to his bond conditions and release on his own recognizance for hospital care. "Based on the information the county was provided, his medical care could potentially bankrupt Vinton County," Archer told reporters, adding that the county could not place that burden on local taxpayers.

The parents and grandparents face 68 felony child endangerment counts after police discovered the children in a 12-by-12 room littered with waste on June 30. The siblings were taken to hospitals across Ohio, some in serious condition. South Central Ohio Job & Family Service is consulting attorneys about establishing a trust for the children, following a surge of donations.

State funds will also help cover additional costs such as court fees and police overtime associated with the case, ensuring that the children receive needed safety, treatment, and support.
