Washington crews begin second drainage of Lincoln Memorial reflecting pool

The National Park Service started a second drainage of the Lincoln Memorial reflecting pool as part of ongoing repairs that have faced cost overruns and allegations of vandalism.

Workers began draining the Lincoln Memorial reflecting pool on Friday as part of a second round of repairs overseen by the National Park Service. Interior Secretary Doug Burgum said the operation was planned and that the water may still contain debris from the recent Independence Day fireworks display.

The pool, a 104-year-old feature on the National Mall, has been the focus of a renovation effort launched by the administration, which aims to repaint the liner in a shade described as "American flag blue" and address recurring algae growth and peeling paint. The project’s estimated cost has risen to more than $16 million, prompting scrutiny from congressional investigators.

Authorities have linked recent damage to alleged vandalism, leading to arrests, including that of former Olympic cyclist David Hearn, who has pleaded not guilty to a felony property-destruction charge. Hearn’s attorneys argue the indictment is an attempt to shift responsibility for the project’s problems.

The administration has awarded a $1.7 million contract to Ohio-based Green Water Solutions for a water-purification system and a $14.7 million contract to Virginia-based Atlantic Industrial Coatings for repainting and waterproofing the concrete floor. Burgum indicated the same contractor will be used for the current repairs, citing satisfactory performance.

Democratic members of the Senate and House are conducting investigations into the pool’s funding and procurement practices, seeking clarification on the use of taxpayer money.
