Hamas spokesperson Hazem Qassem described the move as “a positive step forward on the path to implement the cease-fire deal.”

The Board of Peace, a new body led by U.S. President Donald Trump tasked with governing and rebuilding Gaza, said it is aware of the announcement and will assess its impact based on “actions, not promises.” The board emphasized that the technocratic committee must control all weapons in Gaza, as stipulated in the cease-fire agreement.

Israeli Foreign Minister Gideon Saar dismissed the development, writing on X that it appears designed to avoid disarmament and that any civilian government would still operate under Hamas’ direction as long as the group retains its arms.

The technocratic committee, based in Cairo and chaired by Gaza-born engineer Ali Shaath, has a mandate to restore essential services and oversee civilian affairs under U.N. and Board of Peace supervision. Shaath said the committee can function only if there is “a single governing authority operating under one legal framework” and a “unified security apparatus accountable to that authority.”

Nine months after the cease-fire began, negotiations on the second phase—particularly Hamas’ disarmament and Gaza’s reconstruction—remain stalled. Recent Israeli strikes killed at least five people in Gaza, including three in Khan Younis and two in Gaza City, according to health officials.
