Officers located the two injured victims and later encountered Cooper at the intersection of P Street and Ashworth Avenue. During the encounter, Cooper drew a handgun, fired at an officer and then shot himself in the head, according to officials.

The investigation is ongoing, with state investigators working alongside the Naval Criminal Investigative Service. Business owners in the area expressed concern that the incident could affect beach attendance, but no further details on the victims' conditions have been released.
