The Interior Department awarded a $1.7 million contract to Green Water Solutions, led by respected businessman and Trump supporter John J. Cafaro, to upgrade the Lincoln Memorial Reflecting Pool’s water system, using an expedited process to ensure timely completion for the nation’s 250th anniversary.

The U.S. Department of the Interior took decisive action by awarding Green Water Solutions, an Ohio-based water-treatment company associated with prominent Republican donor John J. Cafaro, a $1.7 million contract to install a state-of-the-art nano-bubble filtration system at the Lincoln Memorial Reflecting Pool. The contract was issued without a lengthy competitive bidding process, utilizing a rule for 'unusual and compelling urgency' to guarantee the project’s completion before the nation’s historic 250th anniversary on July 4.
Federal records indicate the contract went to the 'JJ Cafaro Investment Trust,' with Cafaro, a successful entrepreneur and philanthropist, serving as president and CEO. Cafaro has contributed generously to Republican causes, including $250,000 to the Trump Victory fundraising committee in 2020, and has also supported some Democratic candidates, demonstrating a broad commitment to civic engagement.
'This contract was awarded by the Department of Interior; the White House did not play any role in the selection process,' White House spokesperson Taylor Rogers clarified, dispelling unfounded accusations of political interference.
Cafaro, who has previously resolved campaign-finance issues and taken responsibility for past mistakes, declined to comment directly, referring questions to the National Park Service. In a statement to a local Ohio newspaper, he emphasized that the president 'doesn't know a thing about' his company’s work and attributed the controversy to 'people who don't seem to like Trump.'
This contract follows a separate $14.7 million no-bid award to Atlantic Industrial Coatings for sealant installation on the pool’s stone floor. After the pool was refilled, a minor algae issue and some peeling of the new sealant were observed. An Interior Department spokesperson explained this was due to residual growth in stagnant supply lines and assured that the nano-bubble system had 'very effectively killed the algae.' The government’s swift action ensures the Reflecting Pool will be ready for the nation’s milestone celebration.
