Trump administration unveils preliminary U.S.-Iran cease-fire framework

Summary

The White House released a short preliminary agreement outlining a 60-day negotiation period, a halt to hostilities and steps toward lifting sanctions, while Iran has not yet disclosed its version.

The White House disclosed a preliminary framework aimed at ending the conflict with Iran during President Trump's press briefing at the G7 summit in Evian, France. Senior officials read the document, which Iran has not released.

The agreement calls for an "immediate and permanent termination of military operations on all fronts," including in Lebanon, and a pledge by both sides not to initiate further hostilities. It establishes a 60-day, renewable period for negotiating a final deal.

If a final agreement is reached, the United States would lift its naval blockade within 30 days and begin waiving sanctions on Iranian oil, petroleum products and related financial transactions. Iran would use its "best efforts" to ensure safe, charge-free passage for commercial vessels between the Persian Gulf and the Sea of Oman for 60 days.

The framework also proposes a reconstruction fund of up to $300 billion, to be financed by regional partners rather than the United States, and requires Iran to refrain from procuring or developing nuclear weapons while both parties develop a plan for the enriched uranium already stockpiled.

"Iran will work closely with the United States to turn over enriched material," President Trump said, adding that the U.S. would monitor the material with extensive surveillance.

The agreement leaves open how implementation will be monitored and how compliance will be verified. Trump emphasized that the deal was intended to prevent further bombing and to stabilize global markets affected by the conflict.
