"People shouldn’t read too much into the language of the MOU," one official said, adding that the real importance lies in the understandings between the two sides and the ability to move forward with sanctions relief, nuclear arrangements and fund unfreezing based on progress.

The MOU, said Vice President JD Vance, runs about one and a half pages and does not list the specific back-channel commitments Iran has reportedly made to the United States. Those verbal assurances, according to officials, include Iran’s willingness to allow U.S. involvement in the destruction of enriched uranium on site, coordinated with the International Atomic Energy Agency, even though the text only contains a broad statement that Iran will never produce nuclear weapons.

Financial relief for Iran is outlined more concretely, with references to future access to a $300 billion development fund that will not be financed with U.S. dollars. The document also notes that Iranian oil and petrochemical sales can resume once the MOU is signed, and that U.S. sanction waivers will be issued on a performance-based basis.

While the text has not been made public, copies have been shared with European and G7 officials at the summit in France. U.S. officials said they are seeking to release the document soon, but have been asked by mediators, including Qatar and Pakistan, to sequence its rollout. President Donald Trump indicated he will release the text after a formal setting, claiming familiarity with its contents.

The next phase of the process involves a 60-day window of technical talks beginning Friday, during which both sides will assess compliance and build trust ahead of a formal signing ceremony in Switzerland.
