The text, seen by Reuters ahead of the board’s quarterly meeting, states that Iran must "provide the Agency with precise information on nuclear material accountancy and safeguarded nuclear facilities in Iran" and allow "all access it requires to verify this information," describing the measures as "essential and urgent" and to be taken "without delay."

The draft stops short of referring the matter to the United Nations Security Council, a step some diplomats had suggested after a June 12, 2025 resolution that declared Iran in breach of its non‑proliferation obligations. The United States has not commented on the draft, and circulating it does not guarantee formal submission or a board vote.

Previous board resolutions on Iran, submitted by the United States, Britain, France and Germany, have passed with wide majorities, including a November resolution that demanded Iran report on its enriched uranium stock and damaged sites – a request that remains unmet.

Russia’s ambassador to the IAEA warned that a new resolution would only antagonise Iran, saying, "It was exactly the United States who undermined this cooperation," referring to the IAEA’s access to Iranian sites before recent strikes. Both Russia and China have opposed recent resolutions targeting Iran.

The draft resolution arrives as current U.S.–Iran talks aim to extend a cease‑fire and lay groundwork for broader negotiations on Iran’s nuclear programme. President Donald Trump has reiterated his goal of preventing Iran from acquiring nuclear weapons, a claim Iran denies.
