NBA Implements New Draft Lottery Rules to Combat Tanking

Resumen

The NBA board of governors has approved a new draft lottery system aimed at discouraging teams from intentionally losing games to gain higher picks. The changes, which were passed with a 29-1 vote, will be evaluated after the 2029 NBA Draft.

In a move to address ongoing concerns about tanking, the NBA’s board of governors has adopted a new draft lottery format. This decision, confirmed by an official NBA release, alters the chances of teams securing a top pick. Under the revised system, the league will allocate 37 lottery balls among 16 teams, with the three worst teams receiving only two balls each, compared to three for the seven teams ranking just above them. Teams finishing 9th and 10th in the Play-In Tournament will also get two balls, while one will be designated for each loser of the 7-8 matchup. The new odds significantly reduce the chances for the worst teams from 14 percent to approximately 5.4 percent for the top pick, while increasing it to 8.1 percent for teams with three balls.

The new rules were adopted with notable support, passing with only one dissenting vote from the Memphis Grizzlies. The changes aim to eliminate incentives for teams to deliberately lose games, a practice that has drawn criticism from fans. “We have to fix incentives, so teams aren’t out there with an incentive to be bad,” said NBA commissioner Adam Silver. He acknowledged concerns from some executives who view the adjustments as potentially creating new problems, though he stands by the necessity of reform.

In addition to adjusting the lottery structure, the new measures empower the commissioner to levy fines up to $10 million against teams found to be tanking, modify lottery odds, or even revoke draft picks. Importantly, teams will now face limitations on consecutive top picks, preventing any team from winning the top selection for two consecutive years or from having a top-five pick for three straight years. These rules will influence both current and future trades based on draft positions, highlighting the evolving landscape of team strategies leading up to the draft.
