Iran's Counterproposal Deemed Insufficient; U.S. Pauses Military Action

Iran's recent counterproposal in ongoing negotiations has been deemed inadequate by the United States, as it lacks commitments to suspend uranium enrichment or surrender existing highly enriched uranium stockpiles. A senior U.S. official stated that the proposal is "insufficient."

In response, President Donald Trump announced a temporary suspension of a planned military strike against Iran, originally scheduled for May 19. This decision followed appeals from Gulf leaders, including the Emir of Qatar, the Crown Prince of Saudi Arabia, and the President of the United Arab Emirates, who urged for a pause to allow diplomatic efforts to continue. Trump emphasized that the U.S. military remains prepared for a "full, large-scale assault" should negotiations fail.

Concurrently, Iran has established the Persian Gulf Strait Authority (PGSA) to oversee transit through the Strait of Hormuz, asserting control over this critical maritime passage. The PGSA has declared that navigation through the strait requires "full coordination" with Iranian authorities, warning that unauthorized transit will be considered illegal. This move challenges international norms, as the United Nations Convention on the Law of the Sea guarantees the right of transit passage through such straits.

Additionally, Iran has threatened to impose permits, oversight measures, and fees on fiber-optic cables transiting the Strait of Hormuz, potentially disrupting global digital communications. This development raises concerns about increased surveillance and control over international data traffic.
