CIA Director Meets Cuban Officials Amid Strained Relations

CIA Director John Ratcliffe met with Cuban officials, including Raúl Castro's grandson, to discuss intelligence cooperation and economic stability amid ongoing tensions.

CIA Director John Ratcliffe visited Havana on May 14, 2026, for high-level discussions with Cuban officials, including Raúl Guillermo Rodríguez Castro, grandson of former leader Raúl Castro, Interior Minister Lázaro Álvarez Casas, and the head of Cuban intelligence services. The talks focused on intelligence cooperation, economic stability, and security issues.

A CIA official stated that Ratcliffe delivered President Donald Trump's message indicating the United States' readiness to engage on economic and security matters, contingent upon Cuba implementing fundamental changes.

The Cuban government described the meeting as occurring "against a backdrop of complex bilateral relations." Cuban officials presented evidence asserting that the nation poses no threat to U.S. national security and contested its continued inclusion on the U.S. list of state sponsors of terrorism.

This meeting follows a previous, undisclosed encounter between Rodríguez Castro and U.S. Secretary of State Marco Rubio during a Caribbean Community summit in February.

The discussions took place amid heightened tensions due to a U.S. energy blockade that has severely impacted Cuba's power grid and economy. The blockade has led to reduced work hours and food spoilage as refrigerators stop working.

Earlier this week, the U.S. State Department reiterated an offer of $100 million in humanitarian assistance and support for satellite internet, conditional upon Cuban government approval.

In late January, President Trump threatened tariffs on any country supplying oil to Cuba. Despite these tensions, sources indicate that U.S. military action is not imminent.
