The renovation involves resurfacing the Reflecting Pool's basin with an "American flag blue" coating, a change announced by President Donald Trump last month. The administration stated that the project would cost $2 million and be completed in time for the 250th anniversary of the Declaration of Independence on July 4. However, reports indicate that the contract was awarded through a no-bid process to Atlantic Industrial Coatings, a company with no prior federal contracts, and that the final cost could exceed $13 million.

Critics argue that the blue coating compromises the historical and visual integrity of the National Mall. Charles A. Birnbaum, president and CEO of TCLF, stated, "The design intent, to create a reflective surface that is subordinate, is fundamental to the solemn and hallowed visual and spatial connection between the Washington Monument and the Lincoln Memorial. A blue-tinted basin is more appropriate to a resort or theme park."

The Department of the Interior defended the project, stating that the National Park Service selected the best company to expedite the repair of the iconic Reflecting Pool ahead of the 250th celebrations. The department also mentioned plans to install a state-of-the-art filtration system and maintain the grounds to ensure the site can be enjoyed for generations to come.

The lawsuit seeks a temporary restraining order and preliminary injunction to stop the work, emphasizing the need to preserve the historic character of the Reflecting Pool and the broader Lincoln Memorial Grounds landscape.
