Speaker Johnson Proposes New Three-Year Extension of FISA Section 702 Without Warrant Requirement

Speaker Mike Johnson has introduced a new proposal to extend Section 702 of the Foreign Intelligence Surveillance Act (FISA) for three years. This provision, set to expire on April 30, allows U.S. intelligence agencies to intercept electronic communications of foreign nationals outside the United States. Johnson's latest bill does not include a warrant requirement for reviewing Americans' communications collected under the program. Instead, it mandates the FBI to submit monthly explanations for such reviews to an oversight official and imposes criminal penalties for willful abuse.

The proposal has drawn criticism from privacy advocates. Elizabeth Goitein, senior director of the Liberty and National Security Program at the Brennan Center for Justice, stated, "This is not a reform bill and it's not a compromise. It's a straight reauthorization with eight pages of words that serve no serious purpose other than to try to convince members that it's NOT a straight reauthorization."

The House Rules Committee is scheduled to meet Monday morning to advance the renewal bill toward a vote.
