CBP to Launch CAPE Portal for IEEPA Tariff Refunds on April 20

Summary

U.S. Customs and Border Protection will open the CAPE portal on April 20, enabling businesses to apply for refunds on tariffs invalidated by the Supreme Court.

U.S. Customs and Border Protection (CBP) has announced the launch of the Consolidated Administration and Processing of Entries (CAPE) portal on April 20, 2026, to facilitate refund requests for duties imposed under the International Emergency Economic Powers Act (IEEPA). This development follows the Supreme Court's February 20 ruling that invalidated the Trump administration's IEEPA tariffs, which had collected approximately $175 billion in revenue.

The CAPE portal, integrated within CBP's Automated Commercial Environment (ACE) Secure Data Portal, will allow importers and authorized brokers to electronically submit refund requests. In its initial phase, CAPE will accept claims for unliquidated entries and those liquidated within the past 80 days. CBP aims to process valid refund claims within 60 to 90 days of approval.

Importers are encouraged to review their internal processes and coordinate with customs brokers to ensure accurate and timely submissions. For technical assistance, CBP has provided contact information: [email protected] for technical questions and [email protected] for general inquiries.
